Here is the CPS filed against me recently...

My name is Roble Abdinoor. I'm a case manager for Muslim Housing Service. On August 14, 2006 approximately at 8pm in the evening on my way to the office to finish up a late work I saw a Uhaul in the Brighton Ridge parking lot backing up back and forth. I did'nt think anything and just walked into the building.

The next morning on August 15, 2006 at approximately 9am I saw the same u-haul parked in an awkward place in the building parking lot. At first I thought someone was moving and might brought the u-haul to move. As I walked into the building I saw a lady with two children in front of the office. There was a little boy and little girl probably around the ages of 2-4 yrs of age from the look of it. The little girl was sleeping on the hard table outside of the elevator right next to her mother.

The mother stated that they were sleeping in the u-haul for a week moving from place to place hoping that someone would help her with a place to stay and is here seeking help with housing from Muslim Housing Service Office. She had also said that her children were hungry and had not taken a shower for days and had run out money for food and gas. She said that someone had directed her to Brighton building because this was where had decided to sleep in the truck with the children until someone had shown up in the morning.

I have then learned of her as Rachel Guillory. I let Rachel into the office and along came my co-worker Deka who directed here to lay her daughter on one of the couch in our office if she would like. During this time I had asked Ms. Guillory if she had an application with us previoiusly which she stated yes. After going through the waiting application I had found Rachel's application which dated back to December 13, 2005 which was done through phone interview by the Executive Director Mohamed Aden. During re-interview Rachel had stated that the father of her kids who lives in a seven bedroom in Renton, WA and here were not getting along. She had said that she's trying to be independent and the environment that the father of her children is in would not be safe for her children.

My co-worker later directed her to a shower giving her soap and towels so she could give the kids a shower. By this time Mr. Aden the executive director had shown up. Mr. Aden re-interviewed Ms. Guillory to figure out why she was on the run with her kids. Ms. Guillory would not give direct answers to the questions asked but sometimes responded with short ones. In response Ms Guillory stated that she was an independent woman who at one point owned a house but lost it in the process. She later stated that she was an independent woman who like her kids to stay together. After the interview Mr. Aden had approved them for two months stay for a unit located in Northgate for the sake of the children but stated that a follow up interview should be done immediately after her move to the unit to find out more about her.

At the end of the interview I had read Rachel the rules and Regulation of the agency and had told here athat as a case manager we would be at her place to advocate and help here out with applying for housing, welfare and other needs she migh have. Rachel state that the U-haul that she's driving is under someone else's name and might be past due date since she had been driving arouind for over a week. I later told here that the property that I'm taking her to would not have enough space for the u-haul since all the spaces are maked with numbers and should return it upon unloading her belongings.

On August 18, 2006, I went over to get more information and see where thinks were standing. The family's belongings were in the living room and the kids were sleeping on a mattress set in the middle of the living room. When asked why they don't use the two rooms in the upstairs room Rachel replied by saying that she rather be in the living room. Rachel asked me if I had some money on me so she can buy the kids some meal since they have'nt at for a day. I had told here that we have some food at the office and would bring her back after my interview.

During my time there I asked Rachel various questions ranging from welfare, child support, and here previous life history. Rachel stated that the father of here kids Daniel does not want anthing to do with her. She preferred that he did'nt even know where she stayed. When asked about welfare Rachel stated taht she had a bad experience with welfare previously. She recalled a time when a case manager by the name of Lin treated her badly. she said that she preferred not to go there and reather find other ways of survival. She had said that she is not currently receiving any child support from the father of her children.

On August 30, 2006 I went to Rachel for a second visitation. During my stop there I found that they were still using the living room as sleeping place. The unit seemed dirty and smelly. There were clothes all over the living room. On this day I asked Rachel whether she had any income and how she was able to get any food and feeding her kids. She had said that she would soon start goinig to food banks to get food for her family. From my view the kids looked as if they haven't eaten for days just lying on the mattress in the living room helplessly. I told here that she needs to do something immediately about this situation, even if it takes her going to the county to get welfare.

CPS REPORT
Rachel Guillory

On October 26, 2006, approximately at 11:50 am I received a call from executive Director of Muslim Housing Service Mohamed Aden along with CPS intake personnel Darlen Navradszky on the line. During the call we had discussed about a current client Rachel Guillory who in our view had placed her children in jeopardy by not takin gcare of them properly. Ms Navradszky asked me a few question on why I believe those kids were in danger. In response I referred to my report that I had putting together regarding this family. I read Ms. Navradszky a few points in that report which basically shocked here because of the details. After the briefing Ms Navradszky stated that I should immediately call Rachel's assigned social worker Judy Mitchell at (253) 983-6308 to do a full reporting. She had also added that she would mark this reporting as being urgent and wouild try to schedule a doctor's appointment for the children to see their situation.

On Saturday September 2, 2006 received a call from Rachel during a time that I was off duty. Rachel asked me whether Mohamed and I were coming over to her unit. During that call Rachel said that there was a guy friend who moved into the unit that she was occupying. She added that she had to let him move in because she needed food for herer kids and he needed a place to stay. In response I told here that she had broken the agreement that she had signed with Muslim Housing Service because in the agreement it states that any guest that stays overnigh are to be approved by case manager and since she had reported after his move in it's a violation.

I sometime ask the neighbors about how things are in the area and the on think that they express are worries about Rachel's kids because she's always at her door step asking for food and don't have other ways to feed them. Bothering them late at night to use their phone and staying on their internet until late at night while the kids seemed hungry.

On Friday October 6, 2006 I took some food from our office that was intended for all the families in oiur program and took it to Ms. Guillory and also to double check on the kids and the situation that she's in. I also took a questioner form along. When I first walked into the unit seemed as if nothing had changed as far as the condition that it was previously in. The kids were sleeping on the mattress on the floor without any blankets where all of their belongings were. I asked Ms. Guillory about their situation. She had stated that nothing had changed but is going to the food bank more often to get food. She had stated that she's indebt from various places especially from the previous landlords which she either broke a lease agreement or receiving and eviction. She stated that she was also told to leave couple shelters one reporting her as abusin her kid and other for other reasons.

I see Rachel's situation as being dangerouis to her children. Muslim Hoiusing Service is very generous and would not like to see any kids sleeping in a u-haul or on the streets. In my view in the long run I believe those kids would be in danger either from starvation or other things.
